Tightened immigration policies and visa problems in a post-9/11 world have made it more difficult for great foreign artists to get into this country. This weekend, however, two top international vocalists are performing. Friday night at 8 at Town Hall, 123 W. 43rd St., Eva Ayllon, the Peruvian superstar, will present her take on musica criolla, a style that blends African and Spanish genres. Malian singer Rokia Traore will offer her deft fusion of blues and jazz with her native music Saturday at 8:30 p.m. at Zankel Hall, 57th Street and Seventh Avenue. Tickets are $35 and $28.
