A weekend of Western pop, folk, and hip-hop as seen through an international lens. Headliners at this year's globalFEST include Keren Ann, the pouty French singer who is this generation's answer to Françoise Hardy. There are also sets from French bolero act Las Ondas Marteles, eclectic Brazilian laptop musician DJ Dolores, and Los Angeles-based Middle Eastern electronic trio Niyaz. The concerts take place on three stages, with all artists performing both nights. Tickets are $40 for one night, $70 for both nights. Doors open at 6 p.m; music starts at 7:30.   The Public Theater, 425 Lafayette St., 212-539-8500. 11/27/05 >> go there
