This singer and songwriter from Scotland writes and sings in Scottish Gaelic, a relatively obscure dialect that, as of the 2001 United Kingdom census, was spoken by only about 60,000 Scots. Even though most listeners probably don’t know precisely what she’s singing about, Ms. Fowlis’s folk songs are still bright and beguiling: she aptly employs that age-old communicator, emotion.
